Foreign Resident Registration 外国人登録

All foreign residents in Kagoshima City are required to register with the Citizens’ Registration Division, which is located in the Bekkan (annex) of City Hall.
Exceptions are:
1. Those staying in Japan for less than 90 days
2. Any child born in Japan and who will be leaving the country within 60 days of its birth.
3. Diplomats, officials and members of government, and civilian employees of the United States and the United Nations and their dependents.
INITIAL REGISTRATION
You must apply in person at the Citizens’ Registration Division of City Hall, taking with you the following:
1. Your passport containing a valid visa, and
2. Two identical passport pictures (4.5cm x 3.5cm) which have been taken in the last six months.
Applications for those under 16 years of age may be made by a parent. After obtaining your foreign resident registration card, you are required to carry it at all times and present it when requested. It is a good idea to also register with your embassy.
CHANGE OF REGISTERED INFORMATION
If any information on your foreign resident registration card changes, for example, your address or workplace, you must report these changes within 14 days to the Citizens’ Registration Division of City Hall. You should also report births, deaths and marriages to the Citizens’ Registration Division of City Hall, and it is also advisable to inform your embassy or consulate of these changes.
REISSUE
If your foreign resident registration card is lost, stolen, or defaced you must apply for a new one. If you are 16 years or older, bring your passport and two passport photos to the City Hall. Applications for reissues must be made within 14 days of the loss.
VALIDITY AND RENEWAL
Your foreign resident registration card is valid for five years (seven years for those holding Permanent Resident status). It must be renewed within 30 days of your fifth birthday (seventh birthday for Permanent Residents) from the registration date. Simply bring two recent identical passport photographs, your passport and your old foreign resident registration card to the Citizens’ Registration Division of City Hall.
LENGTH OF STAY
Applications to extend your length of stay in Japan, and to change registered information must be submitted prior to the expiration date of your current foreign resident registration card.
RE-ENTRY PERMITS
When you intend to travel outside of Japan and return, you must have a re-entry permit to be allowed back into Japan.
Re-entry permits may be obtained at the Immigration Office. You will have to use revenue stamps (shuunyuu inshi) to pay for the permits. The revenue stamps can be purchased on the ground floor of the Immigration Office building in the cafeteria, or from the post office.

RETURN OF FOREIGN RESIDENT REGISTRATION CARD
If you are leaving Japan permanently without a re-entry permit or Refugee Travel Document, you must hand in your foreign resident registration card. You will be required to submit it to an immigration inspector at the port of departure.
If a registrant has acquired Japanese nationality or dies, then his or her foreign resident registration card should be returned to the Citizens’ Registration Division of City Hall within 14 days of this event occurring. |
