Physically-disabled persons may apply for a certificate which allows them to receive various types of support for their disability, if deemed eligible.

Treatment and Education Certificate

Intellectually-disabled persons may apply for a certificate which allows them to receive various types of support for their disability, if deemed eligible.

Financial Assistance for Medical Treatments

Subsidy of medical costs for those with serious disabilities

Those with serious disabilities who receive treatment under various health insurances, can get their medical costs subsidised. Prior registration is required.

Eligible persons

  1. Those with a level 1 or 2 Physical Disability Certificate
  2. Those with an IQ of less than 35 (Treatment and Education Certificate A¹, A², A)
  3. Those with a level 3 Physical Disability Certificate, and an IQ between 36 and 50 (Treatment and Education Certificate B¹)

Rehabilitation Grant

Grants are available for the medical costs of physically disabled persons over the age of 18 who undergo necessary dialysis treatment, plastic surgery, or heart surgery at designated medical institutions (income restrictions apply).

Yuuai Pass

友愛パス

This pass (see left photo) allows bearers to use the city trams, buses and Sakurajima ferry for free.

Eligible persons…Citizens of the city above 6 years old and

  1. Holding a level 1~ 4 Physical Disability Certificate (level 4 is for those aged 65 years and over)
  2. Holding a Treatment and Education Certificate
  3. Holding a Mental Disability Certificate
  4. Receiving atomic bomb victim compensations

Discounts to taxi fares for those with serious disabilities, to help them function easier in society.

Eligible persons

  1. Holders of a Physical Disability Certificate with a level 1~3 visual impairment, level 1~4 limb disability (level 4 is for those aged 65 years and over), level 1~3 trunk disability, or A1/A2/A disability.
  2. Holders of a Treatment and Education Certificate A¹, A², A
  3. olders of a level 1 Mental Disability Certificate

Subsidy for the purchase of paper nappies and rental fees for those with serious disabilities (prior registration required).

Physical Disability Certificate with level 1~2 (income restrictions apply)

Subsidy for the remodelling or upgrade of homes to accommodate those with serious disabilities (prior registration required).

※Short stays

Physically, intellectually, and/or mentally-disabled persons or children,Patient of an incurable disease

Temporary admissions of disabled persons at times when their carer is unavailable. (As a rule, under 7 days. Individual may bear costs depending on income).

※Community support centers

Physically, intellectually, and/or mentally-disabled persons over 18 years old,Patient of an incurable disease

Supports the functional training, and creative and cultural activities, of disabled persons living at home.

Welfare Allowance

Special Disability Allowance

Financial support is available for those aged 20 years and over with serious disabilities, living at home and needing special care in everday life (income restrictions apply)."

Citizens' Welfare Allowance (Serious Disability Allowance)

Those who are aged 20 years and over and have lived in Kagoshima City for more than 1 year as of 1st Oct, and satisfy the following conditions, are eligible to receive this allowance (those already receiving Special Disability Allowance or regular welfare payments are ineligible. Those admitted into a facility, please enquire.)
