Outline of National Pension and Employees' Pension

This section contains an explanation of the "National Pension," in which students and the self-employed enrol, as well as the "Employees' Pension," in which people employed by a company or business enrol.

 

National Pension (basic pension)

Employees' Pension Insurance

(1)People eligible for pension

People aged 20-59 who cannot take out Employees' Pension Insurance, etc.

People working at companies and businesses.

(2)Procedures for enrolling in the pension

Take your passport (which has your date of immigration) and personal seal (unnecessary if you use your signature when submitting written notifications), and complete the enrollment procedure at the relevant counter at the municipal office.

The company or business where you work will go through the procedures.

(3)Insurance premiums and method of payment

15,590 yen per month for all members, irrespective of income
You will be sent a statement of payment due from the social insurance office.

Premiums will be automatically deducted from your salary. The amount is determined according to your income. Half is paid by the insured person, and half by the employer.

(5)Types of benefits

【Basic old-age pension】

Can be received from 65 years of age if the sum of the period during which insurance premiums were paid and the period during which the person was exempt is 25 years or more.

【Employees' old-age pension】

Can be received by people who satisfy the eligibility period for receiving the National Pension's basic old-age pension.

【Basic disability pension】

Can be received by people who become disabled while enrolled in the National Pension, or who become disabled due to a disability that existed before they turned 20.

【Employees' disability pension】

Can be received in addition to the National Pension's basic disability pension by people who are eligible to receive the basic disability pension due to a disability suffered while enrolled in the Employees' Pension Insurance plan.

【Basic survivors' pension】

Can be received by a widow caring for a child aged 17 or younger, or by a child, in the event that the person who supported their livelihood dies while enrolled in the National Pension.

【Employees' pension for bereaved families】

Can be received in addition to the National Pension's basic survivors' pension by a bereaved family in cases where the person died while enrolled in the Employees' Pension Insurance plan, and where certain conditions are met.

If you are having difficulties in paying your National Pension premiums

If you are finding it difficult to pay insurance premiums due to reasons such as having a low income, by submitting an application, you may be exempt from paying all or part of the premiums. Students are also able to utilize a scheme whereby a period of grace is granted for payment of insurance premiums. In principle, procedures for exemption, etc. need to be completed every year.

When returning to your own country

If you have paid insurance premiums for at least 25 years, when you turn 65, you can have the pension sent to you even if you do not reside in Japan. If you have paid insurance premiums for at least 6 months, you can receive a lump-sum withdrawal payment, by submitting a request once you have left Japan.
